Participatory action research as an approach to assessing the impact of a language development project

In this paper Veronica McKay discusses some advantages and problems associated with participatory action research (PAR) in general and then examines how it may be applied to the assessment of impact. She illustrates her points by making reference to the application of PAR to the assessment of impact in the Molteno Early Literacy and Language Development (MELLD) project, which is part of a broad programme of ODA/DFID-financed assistance in the education sector in Namibia.
